After all these years, I'm at the 2017 Hackathon in Vienna, trying to adapt your code into a working Crimean Tatar transliterator for Mediawiki. Since you posted the code here, it is licensed as CC-BY-SA and GFDL. It would be easier to incorporate it and keep the lawyers happy if you could also license it on the page as GPL 2+ (or even Public Domain, if you wanted to). Oh, that would be great. We still need a transliteration gadget here.
Where should I license it? I mean right here, or at some special page?

Working prototype

Hi—I've got a working prototype of the transliteration module! It's 99% accurate from Cyrillic to Latin and 92% accurate from Latin to Cyrillic. I'm trying to restart the discussion on Phabricator, and I've got a detailed write up of my analysis of the accuracy on MediaWiki. I'll be putting a patch up for review in Gerrit sometime in August. We're making progress! If you have a chance, looking over the inaccurate transliterations and suggesting any other patterns to make them better would be very helpful.

But it would be most helpful if you could put an explicit GPL 2+ or Public Domain license on your page. Otherwise I have to get lawyers involved to help me figure whether the license is compatible.
